<p>A stimulus package can only be effective if it provides credit to small businesses and entrepreneurs who desperately need this in order to survive. By buying $15 billion in securities backed by the Small Business Administration, increasing SBA&#8217;s 7(a) loans by up to 90%, and suspending loan fees for borrowers and lenders, the Obama administration is hoping to kick-start credit markets for small businesses.</p>
<p>The government is also trying to convince banks to give credit to small businesses by requiring them to report all small business lending activity and to increase small business lending.  They have increased the lending budget, the SBA has developed a lending program (the ARC Loan) just to help struggling small businesses, has extended the scope of 7(a), 504 and discretionary &#8220;Goodwill&#8221; loan programs, has expanded the Small Business Investment Company (SCIB) program and will continue to lend to veterans and the military community through the Patriot Express program.  There are some government grants that small businesses and small business owners can apply for.</p>
<p>The SBA does not actually provide grants for new or expanding small businesses, this is provided by the Recovery Act.  The Recovery Act gives money to other agencies so they can offer grants and other programs.  There is a government site that lists available grants.  Small businesses need to exercise caution when using private services to find these grants, some are fraudulent and may charge you unnecessary fees.  If a small business owner or an entrepreneur wants to borrow money they need to design a commercial plan that describes the business, contains a marketing plan, a financial plan, executive summary, and a management plan.  Then they can contact the SBA with all their supporting documents and their financial projections.  In Obama&#8217;s plan is a goal of giving the SBA more money, more freedom to negotiate and a higher standing in the federal government.  However, it will take some time for the SBA to build itself up and increase its ability to expand its business support and finance programs.  Small business owners have to invest the time to research the programs available in order to know all the conditions and keep watching for new programs in which the government offers funding.</p>

<p>The American Recovery and Reinvestment Act of 2009 is the jumpstart to President Obama’s historical and environmental legacy.  With broad strokes, he is painting the American landscape with invigorating and much-needed stimulus spending.  The most encouraging spending is taking place in the energy sector.</p>
<p>For years, the United States has staggered in our research and implementation of energy efficient buildings.  With the new stimulus package we can expect to see a growth in energy conservation for government and private structures.</p>
<p>Most notable among the spending assignments are $6.3 billion for state and local governments to use toward energy effectiveness and $4.5 billion for state and local governments to increase energy efficiency in federal buildings.  With these steps toward energy efficiency in government buildings all of our tax dollars will work more resourcefully toward a brighter and less wasteful tomorrow.</p>
<p>To help private citizens grow more green, the stimulus bill offers billions for use in energy efficient homes.  Americans can count on $5 billion for weatherizing middle-income homes, $300 million to buy energy efficient appliances and $250 million to boost energy efficiency in low-income housing.  These dollars will allow thousands of families to take part in improving our nation’s energy efficiency and reducing our carbon footprint on the world.</p>
<p>One other aspect in the exciting stimulus spending is the emphasis on vehicle development and implementation.  The federal bill sets aside $2 billion for the manufacturing of a superior automobile battery system and $400 million for the development of electric vehicle advances.  To encourage electric vehicle usage, the stimulus package offers $300 million to build federal electric vehicle fleets, including plug-in hybrid vehicles.  State and local entities can count on $300 million to purchase energy efficient vehicles for government usage.</p>
<p>This package promises to boost America’s ability to spend government money more efficiently and develop products that will keep us running on less fuel.  That’s good green news for everyone.</p>

<p>There are different programs under this package like loan modification, home refinancing and new repayments option. It depends upon the financial condition and the requirement of the homeowner what he opts for. If you are a struggling homeowner and want to save your house you should find out the requirements for different programs and see whether you qualify for them or not.</p>
<p>You can select the program you are eligible for and then try to meet all the requirements for that particular program. However the basic requirements for loan modification program is that you should be residing in that house, your loan must be acquired before January 1, 2009, your monthly installments should exceed 31% of your monthly income and your remaining loan amount should be less that $729,750.</p>
<p>If you find yourself eligible for home refinance program, you should be occupying your house and should have a certain amount of money so that you can pay the down payment and set new terms and conditions and make your home loan completely new and affordable. This will enable you to erase all the previous dues and non-repayments and make a fresh start.</p>
<p>If your application for loan modification program gets approved your existing home loan will be restructured and you will have to repay the new and affordable monthly installments. Obama’s stimulus package is designed to help the average people to get back to their feet.</p>
